Please, be advised that as from 20 August 2014 shall enter into effect the amendments to AS DNB banka Price list and rules as follows:
  • General Terms and Conditions
  • Account Maintenance and Card Use Rules
  • Payment Rules
  • Term Deposit Account Opening and Maintenance Rules
  • Rules on Use of Remote Access Instruments
  • Regulations for Automatic Payment of Bills (Direct Debit)
Amendments shall apply to both private individuals and legal entities.
Synopsis of the most topical amendments:
 
General Terms and Conditions:
  • Stipulated the procedure whereby the Bank provides services over telephone, i.e. Call Center servicing;
  • Elaborated the reasons where the Bank is entitled to unilaterally amend the rules and the List of Conditions if the customer is considered a consumer;
  • Listed the means of communication used by the Bank to inform the consumers on amendments to the Bank’s rules and the List of Conditions, if the customer is a consumer and the amendments apply to the payment services;
  • Detailed the regulations applicable to the means of communication to be used for notifications and exchange of information between the customer and the Bank, including the Bank’s right to email service-related notices to the customer;
  • Supplemented the regulations that govern foreign exchange transactions;
  • Appended the provisions applicable in case the consumer enters with the Bank into the service contract through remote means of communication (e.g. internet, telephone, e-mail, etc.);
  • Included the regulation of the financial pledge;
  • Supplemented the rules underlying the prevention of legalization of the proceeds derived from crime and the terrorist financing relating to sanctions imposed by international organizations and other authorities;
  • Stipulated the Bank’s right to unilaterally terminate an open-end service contract subject to prior notice as specified in the regulations;
  • Included the customers’ claim consideration and dispute-solving procedure that before was included in terms and conditions of the particular service. 
Account Maintenance and Card Use Rules:
  • Detailed the provisions on the use of the payment card password;
  • Elaborated the procedure whereby the Bank shall notify the customer on modifications in the card usage-related fees and rules other than regular fees and rules (e.g. modifications in the fees due to termination of labor relations between the customer and their employer that has entered with the Bank into the cooperation agreement on maintenance of the employees’ payment cards at preferential terms and conditions);
  • Stipulated additional requirements applicable in case the cardholder is another person;
  • Specified the rules for the use of the info text dispatch service - SMS info service;
  • Specified the occasions where the consumer under the consumer protection acts have the right of withdrawal;
  • Excluded the provisions relating to the currency exchange and the applicable exchange rate, claims consideration and dispute-solving procedure and the section on interpretation of the provisions that will further on be regulated by the General Terms and Conditions.
Payment Rules
  • Appended the provisions applicable to regular payments;
  • Detailed the provisions on the currency exchange and the applicable exchange rate;
  • Excluded the provisions relating to the claims consideration and dispute-solving procedure and the section on interpretation of the provisions that will further on be regulated by the General Terms and Conditions.
Rules on Use of Remote Access Instruments:
  • Amended the title of the former „Virtual branch” service by replacing it with „Call Center servicing”;
  • Amended the information mode of the former Virtual branch by replacing it with Call Center restricted mode providing for extended user rights;
  • Detailed the deadline for suspension or cancellation of the user rights by the Bank if the notification is submitted over telephone by using the Call Center servicing;
  • Excluded  a part of provisions applicable to Call Center servicing that further on will be referred to in the Bank’s General Terms and Conditions;
  • Excluded the provisions relating to the claims consideration and dispute-solving procedure and the section on interpretation of the provisions that will further on be regulated by the General Business Terms and Conditions.
Regulations for Automatic Payment of Bills (Direct Debit):
  • Due to the name change is replaced the title of the Bank’s counterpart to provide technical solution for direct debit services from „Itella Information” to "OpusCapita";
  • Stipulated that the consumer is entitled to exercise the right of withdrawal if the direct debit agreement is entered into through the remote means of communication;
  • Excluded the provisions relating to the applicable regulatory enactments, dispute-solving procedure and interpretation of the provisions that will further on be regulated by the General Terms and Conditions.
Term Deposit Account Opening and Maintenance Rules
  • Stipulated that the consumer is entitled to exercise the right of withdrawal if the agreement on entering into the term deposit contract is entered into through the remote means of communication;
  • Included the information on risks underlying the currency rate fluctuations in case the customer conducts exchange of the deposit currency upon placement and withdrawal of the deposit;
  • With regard to Short-term deposit, Term deposit, Special offer term deposit and Start savings account is stipulated the customer’s duty over the entire effective period of the term deposit to maintain current or card account to be credited with the deposit principal and the accrued interest in case of outpayment (withdrawal);
  • Amended the provisions on withdrawal of the “Child savings account” deposit by stipulating that in case of early withdrawal of a portion of the deposit the interest accrued on such portion shall not be paid by the Bank to the customer simultaneously with the payment of the portion of the deposit principal, but used to replenish the remaining deposit under the respective provisions instead;
  • Excluded the provisions regulating Term deposit plus 30;
  • Detailed the Start savings account provisions;
  • Excluded the provisions relating to the dispute-solving procedure and interpretation of the provisions that will further on be regulated by the General Terms and Conditions.
All regulations have been though further changes to make the provisions more accurate and comprehensible or to secure compliance of the Bank’s operations with regulatory enactments or other laws that are binding upon the Bank. 
The Price list:
  • Unified the fees for the receipt of current account and card transaction statements at branch. For the period of up to one month the fee is increased up to EUR 2.50 per account, while reducing it for the card transaction statements for periods above one month down to EUR 2.85 per calendar month per any type of account. Before the fee for the receipt of the account statement at branch for the period of up to one month amounted to: on current accounts – EUR 0.71 / LVL 0.50 per account; on cards – EUR 1.42 / LVL 1. The fee for the receipt of the account statement at branch for the period above one month before was stipulated regardless of the length of the requested period: on current accounts EUR 2.85 / LVL 2.00 per account; on cards EUR 7.11 / LVL 5. Furthermore, on all statements for the period above one month is imposed the restriction on the maximum fee that can not exceed EUR 17.
  • Increased the fee for urgent production / replacement of payment cards up to EUR 23 / LVL 16.16 (before EUR 14.23 / LVL 10).

Information about the above amendments will be provided also at any branch of the bank DNB or over telephone +371 67 17 1880.
If you disagree with the amendments made by the Bank to the Price list or the rules, under the General Terms and Conditions you are entitled before the effective date of the amendments to unilaterally recede from the respective service agreement that is affected by the relevant amendments subject to written notice to the Bank and performance of all obligations deriving from the service agreement. Unless the Bank receives such written notice by the due date it shall consider that the customer has consented to the amendments.
