Changes in DNB bank’s Automatic bill payment service

In line with European Parliament and Union’s approved regulation 260/2012, within a year after Latvia’s integration in Eurozone DNB bank, similarly to other payment service providers, must ensure that the domestic direct debit payments comply with the Single Euro Payments Area (SEPA) requirements. As a result, in January 1, 2015, the current DNB bank’s Automatic bill payment service will be replaced by a new – Regular invoice payment service. Because of this, on January 1st, 2015, changes will be implemented in DNB bank’s Automatic bill payment terms, naming them with a new title „Regular invoice payment rules”, as well as the Price list.
Please take into account that the functionality of the new service will remain similar to the Automatic bill payment service functionality, at the same time rendering its usage friendlier and easier for clients.
We emphasize that if you use the Automatic bill payment service and agree to these changes, your current Automatic bill payment service contract with DNB bank will not have to be renewed.
Information on the main changes in the service:
1) From now on, DNB bank will be authorized to pay the invoices of a service provider (company) indicated by the client, which are invoiced to the client or the person indicated by the client, by arranging a credit transfer from client’s indicated account in DNB bank (up to now, the payment was conducted only on the basis of the basic service provider’s invoice);
2) The technical solution of the service will be, in all cases, ensured by AS „OpusCapita” (the provider of portal www.rekini.lv);
3) Before payment of the invoice, the client will have a chance to review the invoice (by logging in to the home page www.rekini.lv or by using DNB internet bank’s provided link to www.rekini.lv, thus the invoiced amount will be known to the client beforehand, and it will be possible to review all the received invoices in one place);
4) The client will have a chance to cancel the payment of a regular invoice (at www.rekini.lv or via DNB internet bank), thus the client will be able to decline to pay the invoice if the invoice is incorrect or if the client does, for any reason, decide to pay later or via other method (the outstanding invoice will have to be paid by the client personally);
5) If service provider that has issued the invoice agrees, the client will be able to indicate whether he/she wants to take the chance of partial invoice payment, and the minimal payment amount will be set, so that the in case of partial payment, the commission costs for the client will not exceed the amount of the payment. Within the limits of the existing Automatic bill payment contracts from January 1st, 2015, DNB bank will make a partial invoice payment (if the service provider has agreed to that), at the same time ensuring the opportunity for the client to decline partial payment at DNB internet bank.
6) The direct debit payment legal regulations will not apply to Regular invoice payment service (e.g., the client will not be able to use the rights established in Payment services and electronic payment law 88th and 89th clauses to receive the reimbursement of a direct payment authorized and executed by the bank). The Regular invoice payments will be regulated by norms applicable to credit transfers.
7) From now on in all cases, regardless of the basic service provider issuing the invoice, commission payment for every Regular invoice payment will be EUR 0.28.
We inform that together with the above mentioned changes, there will also be changes made in DNB bank Payment terms. The changes are linked to the fact that from January 1st, 2015 the Bank will not provide giro payments which had been used also in Automatic bill payment.
